FRIED DOGFISH : It’s crispy on the outside, tender on the inside. Fall is festival time for us on Cape Cod. Nothing compares to the Love Live Local Fest in Hyannis or the Oyster Festival in Wellfleet — except, of course, Chatham’s Oktoberfest.
